The Turkish Government will implement flexible working models in the public sector to offer more freedom and flexibility to civil servants, as stated by Minister Şimşek. This new approach aims to help public sector workers to improve work-life balance and provide the necessary opportunities to carry out their work more efficiently.

The new regulation defines flexible working styles and offers various options, such as flexible time working, intensive working or part-time working, which can be determined in accordance with the needs and working conditions of civil servants. Among these working styles is remote and hybrid work, one of the priority areas of the Healthy Workplaces Campaign ‘Safe and healthy work in the digital age’.

What will the new regulation be like?

Here are the details of the new regulation that offers new rights and opportunities to civil servants:

  1. Volunteerism: No civil servant will be forced to work flexibly without written permission.
  2. Equality: There will be no discrimination in any terms between colleagues.
  3. Coordination and Cooperation: Supervisors will act in coordination and cooperation.
  4. Trust and Privacy: Civil servants working remotely will be subject to the same standards regarding data security and privacy.
  5. Daily Working Hours: Civil servants will have more freedom to determine their working hours.
  6. Right to Leave: In cases of necessity, the leave hours of civil servants can be changed. However, the leave entitlement will not be transferred to the next week and cannot be combined with annual leave.
  7. Remote Working Principles: Remote working will be possible within specified periods and through the information system.

This regulation is an important step towards ensuring work-life balance and increasing productivity by providing a more flexible working environment for public workers.
