Increasing labour shortages in Europe – key considerations for occupational safety and health policy and practices

This discussion paper explores the impact of increasing labour shortages from an OSH perspective. In some sectors, these shortages are structural, and effective OSH policies are therefore needed to help navigate demographic and technological transitions.

However, a tight labour market can also help drive demand for workers and employers. For example, robust OSH practices contribute to safer and healthier working conditions, job quality and staff retention. Recommendations are made to minimise OSH risks associated with labour shortages.
